Vancouver Housing Authority (VHA) is accepting applications from households who meet one or more of the following criteria:
Applications will only be accepted from families or individuals who meet the following preferences:
- Mainstream- One or more people in the family must be disabled and older than 18 and younger than 62 and homeless (this includes literally homeless, transitioning from a care facility or hospital, will soon be homeless, or are at risk of institutionalization because you lack adequate housing).
- Medicaid Foundational Community Support – You must be enrolled in Medicaid’s FCS program and receive a referral code from your FCS case manager.
- Homeless school children and their families referred by their local schools FCRC. You must have a referral code to apply.
- Individuals and their families who are homeless and participating in the Health Home program and are referred by a local Health Care Coordinator. You must have a referral code from your Health Home Care Coordinator to apply.
Applicants must qualify for one of the above preferences at the time of application and the time they are drawn from the waitlist. If you apply but do not qualify, your name will be removed from the waitlist. You will not receive a voucher unless you meet one of the preferences above.
Who Can Apply
Applicants must meet one of the preferences above and the criteria that follows.
At least one person in the household must be a US citizen or legal resident. Applicants can't be currently living in subsidized housing. Preference is given to applicants who Elderly/Disabled or Families with children. Household income must meet the 50% guidelines below.

What do I need to apply?
Please make sure you have the following before you apply. The waitlist application does not allow you to save a partially completed application. If you have to leave the application before you finish it, your changes will not be saved and you will have to start the application over.
- A referral code from your school or Health Home Care Coordinator.
- Full name and social security number for ALL family members.
If any family member is NOT a legal resident and does not have a social security number, please contact us at 360-694-2501 for an alternate ID.
- Monthly income for the entire household
- A mailing address.
You must have an address where we can send mail. If you do not have a mailing address you can have mail delivered to Your Name, Vancouver Navigation Center, 2018 Grand Blvd, Vancouver, WA 98661. You can pick up mail at the Navigation Center Monday – Friday 7:00 am to 5:00 pm.
- A piece of paper and pen or pencil.
- You will need these to write down a confirmation number that you will get at the end of the application process. This confirmation number will be proof that you have applied. VHA staff will not be able to retrieve this confirmation number for you, please write it down or print the page it appears on.
How to Apply
You can only apply online at our website; www.vhausa.com Applicants will be drawn from the waitlist by random lottery. The waitlist will remain open indefinitely. Future drawings will be done as needed. This means that applying early does not give you a better chance of being drawn. Everyone who applies will have the opportunity to be drawn in a future lottery. Paper applications will not be available.
What if I don't have internet access?
We have partnered with local agencies to provide internet access. Please check our list of names, addresses and available hours to find the place that is the best fit for you.
How will I know if my application is accepted?
No more than 20 days after you apply, you will be able to check the status of your application on our applicant portal. You can access the applicant portal at www.vhausa.com Look for the Applicant Portal button. If, after 20 days, you do not find your application in the applicant portal, you may call 360-694-2501.
Do I have to live in Clark County to apply?
If you qualify for the Mainstream voucher you may apply even if you live outside Clark County. For the preferences that require a referral code, you need to live in Clark County to be participating in the programs that make the referral.
Can I apply more than once?
No. You can make only one application to this waitlist. You may apply to more than one waitlist at a time.
How do I know if you got my application?
At the end of the application process, you will receive a confirmation number. Please write down this confirmation number or print the page. This is your proof that you applied. VHA staff will not be able to retrieve this number for you.
What if I am having trouble completing the application?
Your referring agency may be able to assist you. You may also call 360-993-9528 for assistance during normal business hours.
I have a disability and need assistance.
If you have a disability that prohibits you being able to complete this application, please call the VHA at 360-694-2501 during normal business hours. Please expect to leave a message and receive a return call.
Is the application available in other languages?
The application gives you an option to view it in Spanish or Russian in addition to English. If you need assistance completing the application in a language other than English, Spanish or Russian, please contact the Housing Authority at 360-694-2501 during normal business hours. Please expect to leave a message and receive a return call.
If I fill out the application, am I sure to get Housing Assistance?
No, an application will just give you a chance to be in the lottery to be placed on the wait list.
Why a lottery instead of date and time order?
A lottery gives everyone an equal chance to be placed on the waitlist no matter when they apply.
Housing resources are limited and many more people need help with their rent than the Housing Authority can help. Working with community service providers, the Housing Authority learned that homeless children and homeless persons with chronic health problems are the most vulnerable residents of our community. By focusing our resources on these people we hope to make as great an impact as possible on the need for housing in our community.
If you have read the Housing Choice Voucher Waitlist FAQ and are ready to apply, please complete the online waiting list pre-application. You will need a pen or pencil and paper so you can write down your confirmation number. You will also need the information listed above to complete the pre-application. If you stop at any point, the information you have entered will not be saved, and you will need to begin again.
