There is a limited supply of VHA subsidized housing to fill a great need. All housing types have waiting lists that vary depending on housing type. Those waiting lists may be closed, especially if wait times are more than one year.
Anyone who wishes to be admitted to an assisted property or placed on a property’s waiting list must complete a written application. Applications for open waitlists are available for download on our Open Wait Lists page, or at our administrative office located at 2500 Main Street, Vancouver, Washington. How to apply
Step 1: Review the eligibility requirements
To qualify for VHA owned and managed subsidized housing you must be of legal age, and meet the income limits and applicable household composition for the property you are applying for. If a waitlist is open, the income limits and applicable household composition for that property will be specified on the Open Wait List page. Income limits are determined on an annual basis by the Department of Housing and Urban Development (HUD).
In general, your household may not contain someone with a drug conviction, owing money to the VHA or other housing authority, eviction history, or with a criminal registration requirement (sex offender). If the waiting list for a VHA owned and managed property is open (see Open Wait Lists), the screening criteria will be linked to that property.
Senior Housing: To qualify for senior housing, the head of household, spouse, or co-head must be at least 62 years of age.
Special Needs Housing: To qualify for special needs housing, you must be a person with chronic mental illness, or a person with physical disabilities.

Step 2: Find housing
If you qualify for subsidized housing, check the Open Wait List for available housing. If a waiting list you qualify for is open, download the application for that property.
Step 3: Apply
Complete the application and return it to our administrative office located at 2500 Main Street, Vancouver, Washington. Incomplete or duplicate applications will be disqualified.
Step 4: Check the Applicant Portal
Applicants will generally be placed on the waiting list by date and time of application; however, some properties may have a lottery type system for accepting applications. The Applicant Portal is the best way for you to check on the status of your application.
Step 5: Let us know if anything changes
Keep us informed with changes in your address and household composition. Returned mail will result in you being removed from the list.
