Housing Choice vouchers
Vancouver Housing Authority (VHA) is only accepting applications from applicants who meet a preference for homelessness. If you are not homeless, please see the Open Waitlists page on our website www.vhausa.com for Project Based Voucher waitlists. Please read the requirements below carefully. If you apply and we later find you do not meet the qualifications, you will not receive housing assistance.
Applications will only be accepted from families or individuals who meet the following preferences:
- Housing Solutions Center referral: At the time you apply you must be literally homeless or fleeing domestic violence. Housing Solutions Center will conduct an assessment of your housing status and provide a referral code if you qualify. To begin the assessment and referral process, please call the Housing Solutions Center at 360-695-9677
- Mainstream Vouchers - One or more people in the family must meet all of the following at the time of application and at the time of selection from the waitlist:
- Disabled (if you are not receiving SSI, you will need to be able to verify your disability through a qualified professional at the time you are selected from the waiting list), and
- 18 years or older, and
- Under 62 years old, and
- Homeless. For Mainstream vouchers the definition of homeless includes literally homeless (not living in a place meant for human habitation), or transitioning from a care facility or hospital , or at risk of institutionalization because of a lack of housing, or at risk of homelessness (you have received a notice to move within 14 days), or fleeing domestic violence.
Although Mainstream vouchers allow direct application, please do not apply unless you meet all of the above criteria.. If you apply but do not qualify, you will not receive housing assistance.

Each project based voucher community is unique in its location and design. You must apply separately to each property.

Veterans
If you are a veteran, please contact the VA for referral to the VASH program. The VA has screenings for VASH referrals Mondays 8:00 am to 3:00 pm and Thursdays 10:00 am to 3:00 pm at the VA Vancouver Campus, 1601 E Fourth Plain Blvd, Building 18.
Family Unification Program
If you have children in foster care or are a youth aging out of foster care, please speak with your DSHS caseworker about referral for FUP vouchers.
