The Vancouver Housing Authority is governed by a six-member Board of Commissioners appointed by the Mayor of Vancouver, Washington. The Board meets the fourth Thursday of each month at 10:00 a.m. in the VHA’s second floor board room. Meetings are open to the public.
Art Miles, Chair, was appointed to the Board of Commissioners in July 2005 and reappointed in February 2010 and February 2015. Mr. Miles is a graduate of Seattle Pacific University in political science and received his Masters in Business Administration in accounting and finance from Portland State University. His past business experience includes banking, insurance and as a partner and managing partner with the regional accounting firm Moss Adams LLP for over 35 years. He currently works as a consultant with private business on matters of business planning and family succession. He has previously served on the boards of the Community Foundation of Southwest Washington and Columbia Non Profit Housing.
Joan Caley, Vice Chair, was appointed to the Board of Commissioners in April, 2013. Mrs. Caley is a Registered Nurse who has lived in Vancouver since 1971. She is retired from a senior leadership position as the Administrative Director, Rehabilitation, Community and Long Term Care Division at the Portland VA Medical Center. She is currently on the nursing faculty at the University of Portland and Washington State University teaching community/population health and nursing leadership. She currently serves as the President of the Columbia River Mental Health Board of Trustees, on the Clark County Public Health Advisory Council, and also as Board President of the Oregon Center for Nursing. She served for nine years on the Share Board of Directors and was President for her last two years. She is active in several nursing professional organizations at the state and national level. Mrs. Caley received her BSN degree from the University of Washington, her Masters in Nursing from the University of Portland.
Evelyn Hallett, Resident Commissioner, was appointed to the Board of Commissioners in September 2014 for a five-year term. Ms. Hallett is a resident at Vista Court and works for the City of Vancouver’s Parks and Recreation as a hostess at Luepke Senior Center and volunteers for Meals on Wheels. Her previous experience includes being an Operating Room Technician and Medical Office Supervisor in Burien, Washington; as well as owner and operator of Chinook Development in Renton, Washington where she constructed 22 houses in Cherokee Bay Park. Ms. Hallett currently serves on the VHA’s Resident Advisory Board and on the Advisory Board for Luepke Senior Center. She attended college in Seattle, Washington.
Lloyd Halverson, Commissioner, was appointed to the Board of Commissioners in February 2009. Mr. Halverson has served as City Administrator for the City of Camas for over 19 years. Previous professional experiences included seven years with a city in Oregon, the Executive Director of a non-profit corporation, and taught high school in California. Mr. Halverson has been active in the partnership work between U.S. and Polish communities, and served as a municipal advisor in Poland, 1998–99. Mr. Halverson has a BA degree from the University of California, an MS in Education from University of Southern California and an MPA from the University of San Francisco. Mr. Halverson is multilingual and speaks German, Spanish and basic Polish.
Roy Heikkala, Commissioner, was appointed to the Board of Commissioners in February 2015. Mr. Heikkala, a lifetime Vancouver resident, is a graduate of the University of Portland, with a Bachelor of Arts degree in Finance and received his Master of Business Administration degree from Portland State University, with an emphasis in Finance and Real Estate. He has 40 years of experience in commercial, industrial, and residential construction as a general contractor, project manager, and as a development consultant. He owns Rite Menter Investments, Inc., which provides development consulting and project management services. Mr. Heikkala has served on the Vancouver Planning Commission, the Parks Foundation of Clark County, the Vancouver Clark Parks and Recreation Advisory Commission, and the Hough Foundation.
Greg Kimsey, Commissioner, was appointed to the Board of Commissioners in February 2009. Mr. Kimsey is a life long resident of Clark County, and has served as the Clark County Auditor since first being elected in 1999. His previous experience includes the Chief Financial Officer for Vancouver Oil Company and Vice President in the Investment Banking Division of U.S. Bancorp. Mr. Kimsey is one of the founding Board members of Columbia Land Trust and serves on the Board of Directors of the YWCA of Clark County and Vancouver School District Foundation. His past services include membership on the Columbia Arts Center Board of Directors, Clark County YMCA Board of Managers, and is a member of Rotary International. Mr. Kimsey received his B.A. degree in Business Administration from University of Washington, his Masters in Business Administration from Portland State University, and a designation as a Chartered Financial Analyst from The Institute of Chartered Financial Analysts.
